The Greek flag is administered by the Ministry of Maritime Affairs and Insular Policy, with registration handled through the Greek ship register and, for owners abroad, through Greek consular authorities. That administration - or a recognised organisation acting on its behalf - issues and audits the certificates on which a vessel actually trades: the Document of Compliance held by the company and the Safety Management Certificate held by the ship under the ISM Code, the International Ship Security Certificate under the ISPS Code, and the Maritime Labour Certificate with its Declaration of Maritime Labour Compliance under MLC 2006. One point is worth stating plainly, because the names invite confusion: the flag administration is not the Hellenic Register of Shipping, which is a classification society.
